Some insurance companies won't accept an application if you are out of your own province (in Canada) or state (in the US) at the time of your application .. Others don't seem to care. Your coverage starts AFTER you application is accepted and initialized.

Yes, at any point of time you can buy travel insurance. Make a note and remember that the coverage will begin only after the time you buy the policy. Many policies providers may not cover your pre-existing conditions too, so its better recommended when you plan to move out on tours you should buy travel insurance as you but your travelling ticket
