You may not need a wand for these but you'll need a thu'um and you have to be Dragonborn for that.

Here's a spell that's been working its magic for centuries and nary a wand in sight:

Double, double toil and trouble;

Fire burn and caldron bubble.
Fillet of a fenny snake,
In the caldron boil and bake;
Eye of newt and toe of frog,
Wool of bat and tongue of dog,
Adder's fork and blind-worm's sting,
Lizard's leg and howlet's wing,
For a charm of powerful trouble, Like a hell-broth boil and bubble.

I'm not sure what it actually does, but you could try it.

You don't need a wand to do any spells.  In the African wizarding school, Uagadou, students learn to use magic without a wand, and more powerful wizards who went to European, American and Asian schools don't need a wand either.

Both less a spell and yet more than a comment, but presented as a spell.

I don't see it as fitting to be presented as a "spell" as was asked.

"Give me understanding"---sounds like a blessing.
