I always found green logs were easier to split by hand.
If by "fresh" you mean green, then the dry logs are easier to split. When I was a kid, and we used wood for heating, we had 16 cords of dry wood, and 16 cords of green wood in the yard at the start of winter. Used the dry that winter, and the green dried out for the next winter. The dry split more easily and also burned more easily.
