Are you trying to avoid the water part or the soap part? They make waterless shampoo. Look at a drug store near the pharmacy section if you don't find it in the shampoo and conditioner department. I think that would give you more control of where you place the soap. If you are avoiding soap then try in the infant section for shampoos because they are designed for sensitive skin and don't hurt when it gets in the eyes. They have fragrance free, hypoallergenic, etc.
