Using names came about because using longitude and latitude identification was cumbersome and hard to communicate.

They are chosen by the World Meteorology Organization. There are 6 list of names that are repeated. Certain names are retired, such as Katrina, and replaced if the storms caused major death and destruction.

In the "good old days" they were all given female names. They were considered capricious, unreliable and prone to wanton destruction, so it was a perfectly correct correlation.

Then, they realized that women were not like that ALL of the time, so they alternated between female and sensible names.

(Please don't flame me, I AM joking).
