    I think you misread the article a little bit. It is a lightweight covered(open airy sun shade covering) wagon (not motorized) for pleasure riding,going into town,church,parties,not for hauling cargo just people.

    You're right: I had misread the second paragraph of the link's article.
    However, since some surreys are motorized (granted, not the original ones),
    I feel that my answer is still correct!
