If A Dog's Back Leg Twitches, Does This Have Anything To Do With A Dog Disease?
Well, he moves his leg when he sleeps, though, he doesn't scratch at his body. His leg just "twitches". And he constantly looks back at his back right leg, like something on the other side of his skin is bothering him. Is this a major issue or is it just a minor problem?

He's just dreaming, that's all, nothing more nothing less. My cats do it too. Hope this helps.

Dogs will definitely move when they sleep. Often they twitch their paws or move their legs. If this is a new behavior or it is only related to the right rear leg I would discuss this concern with your veterinarian.
Sometimes when dogs stare at a body part it can mean discomfort is present or something is abnormal with this leg.
This does not sound like an emergency but it never hurts to have it checked out for peace of mind.
