Unless your circumstances are very specific (ie you have some money you know for sure is yours) it sounds like someone is practising a scam on you. If you have been contacted by an organization making promises like this article describes, it is certainly a scam. Basically, NO honest organization will make you pay to get what is rightfully yours.
