I Have Outdated Kitchen Cabinets That Are Laminate , Is Their Any Way To Paint Them?

Yes.  You will need to paint them with a primer to seal them and give paint something to hold onto so it won't chip.  You local paint store or Home Depot can tell you which products to buy.  You can paint them any color you like.

another aid you may find helpful is "penitrol",it works much like a primer but, with more adhesion, if used with oil based paints. one more thing you can try is to lightly sand the surface, or try liquid sandpaper. either way i suggest oil based paint.

You can purchase an acrylic primer to apply over the laminate. It is made especially for laminate cabinets. First apply the primer, then use an "acrylic" paint over the primer. Acrylic paint resists chipping and peeling.
You would use an oil based paint over an oil based primer only if your cabinets were made of wood and did not have polyurethane on them.
