I have a hibiscus tree for 4-5 years and it always bloomed - this year it has not bloomed and only is green - any suggestions?

We have a small Hibiscus tree in our office in a small pot. Should it be transplanted into a larger pot or kept in the smaller pot if we want it to stay small?
