You have described that your CD drive is neither closing nor you are able to open it so certainly the first thing that comes into mind is that it might be a problem of the button that is used to operate the CD drive. The button is usually a not repairable object so you need to change that.
The other issue that might be the problem of your CD drive is that connecting link of the button to that of the mechanism of the CD drive. But for that you are not advised to do it by your own and the best thing you could do is to take the Central processing Unit of your computer to a person who is in the profession of repairing the drive. He can fix the hardware very well and you don't need to take trouble for it.
