You do have to be 18 as a credit card is a contract and you have to be 18 to enter into a contract.
I would strongly recommend against it however. Particularly if you are just 18 or so. Not knowing how to live within their means has ruined a lot of people in the last year or so. Except for a major purchase like a home, cash is the way to go.
