What Insect Looks Like An Aphid But Appears To Spin A Silken Web?
Every year my hydrenia bushes get an infestation that appears to be aphids, but these bugs appear to spin a web like a spider. The bugs and the web are white. The strands are thin and nearly transparent. At various hours of the day these bugs fly around the plant.

I think you are talking about larva. This is a kind of an insect that might appear abundantly for two or three years and then disappear altogether for long time periods due to parasites, predators, and environmental factors.
