I am the primary car owner .Can I report my car stolen if my ex has car and keys .I have no idea where she is with my car

As long as you have documents stating you are the owner of the car and not her you will be able to obtain a court order for her to return it. Depending on where you live this process may or may not involve the police but as tigger said, do not call any emergency lines.
If she does not return the car after a court order you will be able to press criminal charges.

In this situation, I think you need to call the police and find out for sure, but don't call 911, as you want information for now, all departments have a number that is also 24 hours, but for non emergency. Hope this helps, good luck to you.
