    Even after the failure of Desai-Liaqat Pact, the Viceroy, Lord Wavell, continued his efforts to bring about an agreement between the major political parties of India on constitutional issues. He hoped that if he could get the various party leaders to work together in an Interim Government, he might be able to persuade them by patience and tact to come to some sort of a long-term agreement which would preserve the unity of the county. He was of the opinion that problems like the successful conclusion of the war against Japan, and above all preparations of plans for the post-war agricultural and industrial development of India, would once and for all inject into the thinking of political leaders a sense of realism and an awareness of the enormity of the problem that faced India.

    Thus, instead of being absorbed in day-to-day partisan bickering, the new administrative problems and the result of working together to solve them would infuse into them constructive and tolerant point of view. But as a soldier and an administrator, he under¬rated the enormous political charm that divided the Congress and the League. With this in view he went to London in May 1945, for talks with" the British Government. He carried with him proposals which were not unlike those contained in the Desai-Liaqat pact. In the conclusion of these talks, a definite plan of action was formulated which was announced by the Secretary of State, for India in the House of Commons on 14th ' June 1945. On 16th June, some features of this plan were elaborated by the Viceroy in a broadcast speech at Delhi.
