Well it should come with a r4 usb and you put in into the computers usb port and go to a certain website and then you pick witch game you wanna download

Yes, your R4DS comes with a MicroSD-USB adapter which you put into your computer. After that you go My Computer>Removable Disk Drive. Then you will be at the root folder of your R4. Then you put the *.nds file into that drive.
As for getting the games, you can Google "(name of game) ds download" or something. After some searches you will probably find a favourite website to get all your games from.

Ah yes the r4 card use the usb hook it in and u need a cd containing games that you can swap out there so where ever you bought the r4 ask for the cd, F.Y.I it does not work on DSi's only for ds and dslite
