Usually an ice pack does help to take down the swelling but it is generally better to use it straight after you knock yourself. It would be worth a try to see if it will elimite the pain even just slightly. You may want to book an appointment with a doctor just to be on the safe side as an head injury can be serious even if you think that you have only knocked it. So it is always better to be safe than sorry. For now though if an ice pack doesn't work, try and take some strong painkillers and that may help to take the pain away. Have plenty of rest and do not do anything too vigorous. It is possible that you may have concussion and by not resting you could make things worse. So, book an appointment with a doctor and try an ice pack to see if it helps. If not take painkillers and try and rest as much as possible. That is all that you can really do.

A swelling and soreness is the natural outcome of a hard hit or a fall. The trauma of the impact is what causes the swelling of the tissue; it should go down in some time.
There is one thing that you should be very careful about. Since this is the forehead we are talking about, it is very possible that there may be an internal injury, may be a haemorrhage, that could result in something much more serious, e.g. an internal haemorrhage, a clot in the brain, or a cerebral stroke. That is serious stuff, and therefore the first thing you need to do is go to a doctor immediately and get a CT scan and an X-ray done to ensure nothing serious is going on inside as a result of the hit.
Simultaneously, you can apply an ice pack, though that should have been done much earlier, right after the hit. That would have been more effective than applying an ice pack a few hours after the incident. But as they say, better late than never!

Well, its sometimes better to use a hot pad, but icepacks can help too. You should take some painkillers and go to sleep, and when you wake up the pain might be gone. If not then seek medical advice.
