Nope.
In Connecticut, you have to be at least 16 to even get a permit. but you can get it as soon as you're 15. After that, you have two choices:
After you've had the permit only 4 months, and with a certificate verifying that you've had qualified driver training over a 120 day period (3 months), you can take the driving tests (written and practical).
Else, you have to hold the permit at least 6 months before taking the tests - but don't have to have had driving training to even take the test.
Most people fail the tests first time they take them, so worth studying a bit longer, anyway.
