Can I Apply For A Working Holiday Visa Abroad?

I am an Australian citizen, i'm currently holidaying in Greece for a couple of months, but after that i would like to work in the UK, can i apply for a visa if i am not in my home country of Australia? I heard that if i can't apply for one in one of the smaller EU countries like Greece then i may be able to in a bigger country like France is this possible?
