The term is used to increase the cost for the smaller ones. However, when some sell puppies at weeks old, under 3 months of age, it may seem "tea cup" then but by a year will be at the normal range of 6 to 8 pounds.
There is no such thing as a tea cup Poodle either. Again the term was used to denote an extra tiny.
All toy breeds are typically small by genetic inheritance but they can produce larger than themselves - its in the genes.
Many of those referred to as tea cups would be considered the runts in normal sized dogs. They often times have major health issues.
