Can I Travel To New York With A Philippine Passport Only?

I have a Philippine passport but have a permanent residency status in Australia. While I'm waiting for my eligibility to apply for an Australian citizenship i wanna travel to new york.will i be able to travel to new york even just for few weeks? Or do i need to apply for a visa first? If yes, how? And is it gonna be hard for me to get one?
