The web hosting providers at www.webhostforasp.net do provide free web hosting plan. You can sign up for a free account easily. But in order for you to do that, you must have your own domain name first.
The free web hosting plan plan support both ASP.NET and php with mySql database.
For website building, there are many tools out there that can help you, the basic html editor tools such as NVU integrated with many user friendly features and yet it is a free software.
