    The person or people the control the money in the USA is the government or the President. Or if I'm wrong then look up on google and find out - it should tell you.

      It depends on exactly what you mean in your question. The Federal Reserve and the Treasury Department are in charge of things like printing money, setting interest rates, and so on.

      The citizens, however, play a large part in how much money is spent each day. I can choose to save every extra dollar, removing it from the system, or I can choose to spend it, benefiting the people I buy from.

      The system is best in balance when both saving and spending are occuring. That means people have enough extra money to save, yet are keeping the economy strong by buying.
