    It is a quotation used in 1942 by Alan Price.   It means determination or
    a path/method to complete a task with no hesitation even if it takes long.
    For example, if you need an education, than you achieve a degree after
    completing some course work.  Even if you fail, you continue to reach
    a goal, a path to get that degree is in itself, "where there's a will there's
    a way."  In addition if you look at a basketball or a football game one
    can see team work of people determine to get a winning score in order
    to win that game.  Almost like a determination to achieve that goal
    to win.  Also, take for instance you work in order to earn and gain
    status with hard work and determination to satisfy your family's wants
    or desires.  In a way you are accomplishing a task to gain family's
    love and understanding.
