This is sometimes true, though mainly they are given as wedding favors. It is a unique idea though and even though it has nothing to do with babies, it does give the guests of your shower a chance to win some money and that will definitely make them happy.
The whole point of a unique baby shower favor is to ensure that you are giving something unique to your guests which will make them happy. Even if they do not win on the lottery ticket, the thought was there and it shows that you are trying to spread a little happiness and good luck for your guests. It is certainly a unique idea as most people tend to give sweets or cookies to their guests. Overall lottery tickets are not frequently given to guests at a baby shower, however they can make an excellent gesture and they are definitely different to the average baby shower favor!
