If you can access your water meter, there is a leak indicator. It varies from a red spinning triangle to a digital number depending on the style of meter you have. Make sure all water in the house is off and watch the indicator. It should not move at all. If it does then the leak is most likely on the house side of the meter. A leak at the city side will not usually move the leak indicator because it only measures what goes through the meter. Hope this helps/
