Feathers are a dead structure and when damaged the bird will moult them and replace them with new ones. Some birds only molt once a year and others twice and even some three times. It is a slow process and a bird never sheads all it's feathers at once so it has enough to keep warm and repel moisture. The bird should never have bald spots and should be taken to an avian vet if bald spots occur. Bald spots are a result of, giardidsis, mites, or feather plucking. Generally once or twice a year. Some birds molt before breeding season, and the males of some species benefit by getting their attractive colors in order to attract a mate, and then they will molt again later in the season, after mating season has passed.
