Answer Question

It is necessary to take into consideration different factors, which were responsible for hindering the pace of constitution- making in Pakistan causing immense loss to democracy and democratic values. No politician since1947 has abrogated Constitution. Different constitutions were thrown to winds either by the civil bureaucracy or by military dictators. Likewise, assemblies were dissolved during their time. The majority of the politicians have all along supported the parliamentary form of government whereas the unconstitutional autocratic government has favoured the presidential form.

The national assembly, which was created as a result of 1970 elections, was the first assembly to have completed its term. After the declaration of 1977 Martial Law, General Zia-ul-Haq as a President under the eight amendments assumed unprecedented powers. One such power gave him the authority to dismiss the government and dissolve the assemblies. The same power was used twice y President Ishaque Khan who succeeded him. In this way between May29, 1988 to November 5, 1966 assemblies were dissolved four times giving serious below and set-back to democracy and democratic principles in the country.

All the constitutions, which were introduced in the country, embody the fundamental principles of state policy. These principles provide guidelines to the government in the discharge of its duties and the obligations towards the people.
