It sounds like your dog has atopy--environmental allergies.  Allergies are very common in Labs.  The three most common are flea, environmental, and food allergies.  Since your dog's signs are seasonal environmental is most likely.
Allergy testing is available and your dog can be started on allergy shots.  Allergies are about control not cure.  Common therapies for mild allergies include omega-3 fatty acids, frequent bathing (2-3 times a week to remove the allergens from the dog's coat), anti-histamines, and treating secondary infections (bacteria, yeast, mites).  More severe allergies are managed with allergy shots, steroids, and immune system modulating medications.
You need to work with your veterinarian to develop an allergy treatment plan.
Also many dogs with atopy have or will develop food allergies too.  If you have trouble controlling your dog's allergies a food trial to rule out food allergies will be needed.
