Stalking is defined as a 'willful course of conduct' about repeated or continuing harassment of another individual that can cause a rational person to feel terrorized, terrified, intimidated, threatened, 'harassed', or molested, and that actually causes the victim to feel terrorized, terrified frightened, intimidated, threatened, harassed, or molested."

An estimated 7% of women and 6% of men in a current or previous relationship with their partners have been victims of stalking all over the world as per the report of family violence in 2005. The data which was used from the 2004 General Social Survey (GSS) showed that over the period of five years since 1999, the percentage figure has remained virtually unchanged. Translating the percentage into figure would show a steeping number of 653,000 women and 546,000 women being victims of stalking.

As per the reports in 2005, the victims of people who were stalked (women in majority) were among the age group 15-24, with an average age of 22. Usually the victims who are stalked are those who are in a relationship for three years or less; those who have broken up with their partners or those in common-law unions. Women are 3 times more likely to have fear for their life and are two times more vulnerable to acts of violence compared to males. 40 percent of stalkers obtain information from the victims' friends. 27 percent from the victims' office, another 27 percent get the information from the victim's family and the remaining 17% from public records
