    In the Church of Scotland, it's a church official who attends the minister. In Victorian England, it was a minor parish official who acted as an usher in church, but who was also charged with charitable works, such as overseeing an orphanage or workhouse. In this role, the most famous is undoubtedly the fictional Mr Bumble from Dickens' Oliver Twist, who was somewhat less charitable than he should have been!
