I'm guessing you mean, Maggie Thatcher, Milk Snatcher! It was used because in the 70s she was education minister and abolished free school milk in Primary schools. Up till then children got a bottle of milk a day (for nutritious reasons). It was a cost cutting exercise. She later became Prime Minister in 1979. Lots of people disliked her polkicies so she got the nick-name, Maggie Thatcher, Milk Snatcher. To this day, even after 19 years, she is either loved or hated.
