Pass a law to make them endangered and that gives the law enforcement permission to shoot poachers on site.and then have a reserve/preserve for them and start a mating program. To rebuild the population.

Strike that reverse it(willy wonka and the chocolate factory) catch the poachers and teach them that taking care of the rhinos and keeping them safe is their heritage and will improve their futures if they take care of all animals then give them jobs to help protect their own lands and animals. Teach them that if they take care of the animals the right way they can provide for them. Even if that sounds cruel to us.
It may sound strange but if they could improve all the herd animals they could treat them as cattle for a food supply. In other words if they bring up the amount/numbers of all the animals they could take so much meat and hides out of the herds without destroying the whole species. Like we do with the deer population when they become overpopulated.
Over time they could even start to export or trade if they managed the animals the right way and in time they would learn how to maintain crops to not only feed the animals but themselves.making their whole country more prosperous.
