If you are working and capable of paying all of your bills, you can get emancipated. That would allow you to be able to sign a lease, and get utilities in your name, phone and all of that.

It is an awful situation when a boy or a girl has to go under the guardianship of his or her relatives after the death of their parents. Your question that "can a 17 years old girl move into another relative's house if she is not happy staying with her aunt who has guardian ship over her" can be answered in the following manner.
As you know guardianship is granted from the court after the death of the parents and it is done after a great check by the court. The court grants guardianship to only those family elders who are eligible to perform this duty in a nice manner. If the girl is not happy with her aunt, there are two solutions for this problem. First is to wait another one year till she gets 18 because after 18 she is free from the guardianship and she can choose the life of her own will. The other solution is to submit a case in the court for the change of guardianship. She will have to explain the problems in the court and if the court is satisfied, her guardianship will be changed and she can have a guardian of her choice.
