    31' × 4' × 3' = 496 cubic feet.
    1 cubic yard = 3' × 3' × 3' = 27 cubic feet.

    496 ÷ 27 = 18.37

    Therefore you require about 18½ yards of cement.

    I am UK resident, and usually use metric measurements for distance & volume.  I have made a few assumptions here, mainly that a "yard" of cement really means a cubic yard.  There should be 3 feet in a yard wherever you live.
