You have to be very lucky to get your book accepted for publication, which is why people may turn to self-publishing. There are advantages and disadvantages to both, so it is up to you which one you think is better.
In terms of self-publishing, this may be the better option if you have been receiving rejections from publishers and really want to be published. On the other hand, you need to have a large amount of money and a lot of time on your hands to be able to self-publish your book, which is one reason why it is better to get it published by a publishing house.
The good thing about self-publishing is that, depending what services you choose, you get to keep most of the earnings to yourself, without having to give a percentage to anyone else!
If you don't have any money and not enough time, stick to just sending off your manuscript to publishing houses. If you do have the time, money and determination, then give self-publishing a go.
