    There are a great many specific requirements for all countries to meet if they wish to join the EU, but there are five basic demands. First, the prospective member state must have a stable democracy. This includes the rule of law, as well as guaranteed human rights for ethnic and religious minorities.

    Secondly, the country must have a functional free market and the national economy must be able to compete with the industries and companies of other EU member states.

    Thirdly, all prospective member states must accept the concepts found within the ever expanding "acquis communautaire."

    Fourthly, prospective member states must be able to accept all responsibilities arising from membership in the EU, including the goals of political, monetary and economic union.

    Finally, the EU must be able to accept new member states and undergo further expansion before any new member state can be offered admission. Once the country in question can fulfill the basic criteria, membership talks may begin.
