How Much Influence Do Select Committees Have?

    Given the strength of the party system, the idea that the Commons could in some way control the governments through the work of committees is unrealistic. Rather the effectiveness of select committees should be judged by the extent to which they influence and scrutinise the activities of the executive. Lord Norton of Louth describes that recommendations from select committees were essentially minor and those accepted were proposals which would not usually be discussed. But other, commentators more positive about the role of committees say they have enhanced the profile and reputation of the House of Commons among policy formulators and in the media.

    Norton, although he agrees that there have been some advantages, points out that the system also has limitations. These include the committees' inadequate resources, an amateurish approach, limited powers, little linkage with the floor of the House, limited influence, and demanding too much from MPs precious time.
