How Should You Dress When You Are 21 Years Old?

The question doesn't say whether you are male or female, but I suppose the answer should be simple.  What makes you feel comfortable and what is appropriate to the situation or environment that you will be in.  Do you feel that the clothes you wear are currently too dowdy, too revealing, too young, too old?

Why not give yourself permission to go to the shops and just try anything you like.  Perhaps you should take a couple of friends, maybe if you are a guy, take at least one girl and if you are a girl, take two women!  Allow yourself the opportunity to try on literally ANYTHING, whatever takes your fancy.

Try going to a good department store, they will have an excellent range and you can try a range of brands.  If you aren't good at matching styles, asking an assistant to help you pick out something to go with your trousers, skirt, shirt, shoes, or whatever will help you pick something (just remember they earn their pay that way!)
