In the United States there is big push for drilling in Alaska for Oil reserves. The party in power can pass laws that will approve such activities. Thus the beneficiary would be the Oil Industry. Some other government might consider preservation to be of more importance and push for reform in the energy sector thereby forcing renewable energy.

Another example is a govts policy on defense spending. The more a country invests in defense and 'focuss on military power, all industries that deal with military equipment and supporting businesses will be the direct beneficiaries of such policies.

Laws that give tax breaks to certain industries will propel investments in those areas, thus the inclination of a gov't toward a particilar policy can accelerate or abort progress in that area of business and research.
