When you complete the mission THE FASTEST BOAT the gate on the other side of the dock where you get the mission from colonel Cortez ' C' will get it open. Go inside it and then stand very near to the boat and then press the enter vehicle key and you are on the boat. There are many places were you can find the boats. I will not tell. You must find them and the adventures will increase.
