It is suppose to be a safety feature to increase visibilty. This is similar to a motorcylce law in some states that require motorcycl drivers to operate with their head lights on day and night). In my state (illinois), you are required to have your head lights on when the weather is such that it requires operation of your whindsheild wipers.
