My Central Heating Broke, My Son Had Accidentally Turned The Switch Off. I Rang My Landlord And It Took 12 Days For Him To Get It Looked At. When He Discovered It Was My Sons Fault He Now Wants £70, Is This Legal?

If it took the landlord 12 days, then I would be complaining more about that. 12 days without heat is unacceptable.
I can see the landlord wanting restitution if he had to pay a heating/air guy to come out as this is a direct cost but if it was your landlord that came out and found it was just turned off, then he should not expect anything from you. He actually should have confirmed with you that everything was turned on to begin with over the phone.
