There are a variety of small towns in West Virginia who's motto is "Open for Business." There are mountains, caves, rivers, waterfalls, and woods open to exploration. There are lots of colleges near small towns. There is some crime, no one can stop crime completely, but as a small state there aren't as many crimes that large cities and states face. It all depends on where you would like to move, how far you want to travel, job opportunities, as well. I would also suggest looking for states that have the kind of scenery you are looking for. Washington has the Pacific Ocean, the beaches, and the national forests too. It all depends on your own interests.

SmithsFalls, Ontario, Canada. it is a good place to live. The people are friendly and there are elementary and high schools. Lots of places to shop. Library, courthouse, a view of the water..
