Usually in this situation prior to drawing numbers, the person who is running the board is responsible for buying the rest of the squares.

 We label them Roll Over squares, of course the pot is reduced, & if that square is a winning square, it rolls over to the next payout, ie next quarter. If its the end of the game, and a bland square is the winner. You can draw names from all participants in the pool (this is designated up front)
