Your question suggests that you are a big thinker because a man who thinks much to reach to a solution can only ask this kind of question. To some extent you are questioning the whole process of selecting a candidate itself and to some extent I agreed with your thinking.
We have seen that at the entrance level candidates show good promise but when it comes to delivering, all the talent goes into oblivion. The man starts asking for each and every direction that needs to be followed and hardly can you call him a good communicator. So the suggestion I would like to make is that it is the time for the whole process of a selection to get changed and more emphasis should be given to the kind of questions that can reveal more about the personality of the candidate and also how creative he is. If you can do that, I am sure that you will be able to find good candidates whom you can employ in your organization.
