The treatment of any cancer depends upon the stage of cancer. If the cancer is diagnosed early at its primary site, then surgery can be helpful in preventing metastasis. If the cancer is metastasized then the surgery can not help. In the metastatic stage the chemotherapy and radiotherapy are given. Your mother was having metastatic stage, so the doctors definitely had given her chemotherapy.

So sorry for your loss,.. (I too lost my mother to cancer)
It's very possible that the doctors' determined that your mother's cancer was too invasive to be treated successfully with chemotherapy, so they didn't want her end days to be any more miserable or painful than necessary... But if you feel in your gut that something is amiss, I would encourage you to request an inquiry.

I am sorry for your mom. But yes, chemotherapy should have been given to your mom, as it seems that her cancer was in an advanced stage. Although its very rare that chemotherapy cures cancer, but it does to some extent increase the chances to live longer. One of my colleague's mom is also suffering from colon cancer for quite a long time, and she is still being treated with chemotherapy.

Sorry for your loss i think your grieving hard at the moment ,the doctors really would have what they felt was the right course of action to help your mum unfortunately it wasn't to be successful for your mum ,if you still feel they were in the wrong ask for an appointment with the head of the department who looked after your mum I'm more than sure they would help with any questions you may need at this upsetting time take care
