Using the given digits and constraints, we are required to count the ways we can make 3-digit numbers that do not begin with 0.
There are 5 (not 6) ways to choose the first (100s) digit. (choosing 0 is not allowed)
There are 5 remaining digits to choose from for the second (10s) digit.
There are 4 remaining digits to choose from for the third (1s) digit.
5*5*4 = 100 ways to choose the three digits.
