Because while the blacks had gained their freedom, and were protected ( in theory that is) equally under the law, they were still viewed as second class citizens.  There was a great amount of segregation practices in place to separate the races and cultures of the black and white citizens. It would be years down the road when the government saw fit to do away with segregation as a policy because of the detrimental effects it had on the widening gap between the races etc.
