All the foreigners who want to enter the Republic of Korea need a valid passport and a visa. You can make your visa application at the local Korean embassy or consulate. You would need to submit documents like passport, application form, recent photos and any other supporting documents. There are varying visa fees depending on the period of your stay. Heres where is gets tricky..
You are traveling on a Filipino passport to South Korea - You do not need a visa if staying 30 days or less.
If you are going to North Korea - You do need a Visa.
Once again the key factor is South Korea or North Korea which will determine if you need a visa.

Incorrect - Not all visitors to South Korea (Republic of) needs a visa. A Filipino passport holders does not require a visa unless they are going to North Korea(Dem Rep of).
